I'm not a fan of any of these names. They're just not my style.
Sutton sounds like Mutton, plus I believe it's a breed of sheep. Not to mention it sounds more like a boy's name.
I voted for Harper.
I think Reagan should really be a boy's name. Harper was originally a boy's name as well, but I kind of associate it more with girls. Possibly because of the association with the harp which in my experience is played a lot more by girls than boys.

I've said it before and I'll say it again, in adolescence, Sutton will be at risk for being called Slutton. It's just too easy.
I don't particularly care for the other two names but I voted for Reagan. I know just one and she's about my age. Conversely, Harper is — and has been — massively popular. If you're okay with that, okay.
